The rule
The name commits to a perimeter. france-rapide and france-code only use hosts operating in France. europe-rapide and europe-expert stay in the EU zone. suisse-standard stays in Switzerland.
If no model is available inside the perimeter, the request fails. It never leaves the perimeter to succeed.
The evidence
For every request, the crossing log records the zone and country where it was processed. A compliance lead can always show that a request stayed inside the promised perimeter.
The price
A dynamic model has a fixed price, whichever model answers.
